An independent survey of the Rural Employment Guarantee scheme of Mahatma Gandhi (MGGS) must be carried out to evaluate its effectiveness, a parliamentary panel has suggested, stressing the renewal of the maintenance of the scheme in the emerging view.
In a report presented in Parliament the last week of the recent budget session concluded, the Permanent Parliamentary Committee on Rural Development and Panchayati Raj has Romsmende embedded the number of work days of the current to 150 from the current one to 150 of the present to 15 of the present, and as a taken at 150 of 150 from the SCH. 150 from the currente to the currente ToesgtgtedTgtedTgTedgTedTGTGTGTEEDTGTGTEdTGTGTGTEDTGTEDTGTEDTGTEDTEDTEDTGG tedtedtgTedtedtedtedTedTedTedTedTedTedTedtedstedstedstedstedstedStedSted to The Scheme’s. Less RS 400 per day.
The panel, which has expressed concern about the stagnation in the allocation to the flagship of rural employment, has also emphasized social audits to guarantee its appropriate implementation.
“The Committee believes that a National Integral Survey must be carried out to evaluate the effectiveness of MGGS,” said the panel headed by the deputy of the Saptagiri Sankar Ulaka Congress.
He said that the survey should focus on workers’ satisfaction, salary delays, participation and financial irregularities within the scheme.
“The Committee recommends an independent and transparent survey throughout the country to obtain valuable information about the deficiencies of the program and the introduction of the necessary policy reforms accordingly to increase the cash of MGNGS,” the report said.
The panel emphasized the need to renew the scheme and said that, although today, the disposition is to provide 100 days of employment, there are demands from several sectors to increase the number of days.
“The scheme must be renewed, taking into account the changing times and emerging challenges. The committee urges the ministry to explore the options that could increase the number of business days guaranteed under mnGREGA to at least 150 days from that sad.
The panel also recommended that for climate mitigation and disaster relief, the current 150 -day work limit under the provision of drought relief must be increased to 200 days.
He said that while the directive has issued a leg to provide 150 days of salary employment under mngrega for households of the scheduled tribe that lives in forest areas, the work limit under the Forest Rights Law must also be extended to Vabartys to a stable filt.
Expressing a group about the failure of salaries to keep up with inflation, the committee said that base salary rates under the MGNGs must be reviewed to guarantee align with current economic realities and provide “respectful wages” to rural workers.
“At least RS 400 per day should be provident wages, since current rates are inadequate to meet only basic daily exencies,” they said.
Saying that they are “chronic delays in salary payments”, the report recommended an increase in compensation rate for delayed salary.
The panel observed that social audits should be increased to improve transparency and responsibility and urged the Ministry of Rural Development to create a social audit calendar.
When observing the high number of work card deletions, the panel said in 2021-22 approximately 50.31 Lakh of work cards were eliminated due to minor spelling errors or mismatches in Aadhaar’s details.
Since then, the figures have not dropped significantly and thousands of eligible workers are denied work under MGNSE, he said.
“The Committee strongly recommends that the Department of Rural Development must introduce a system to allow manual verification and corrections so that workers are not unfairly eliminated from the program,” he said.
The Ministry of Rural Development, in January of this year, distributed a standard operating procedure (SOP) with guidelines on the elimination and restoration of work cards.
In a response written in Parliament, the Ministry had said that the SOP emphasizes the importance of due process, including the publication of drafts of work card lists marked to eliminate, verification in Gram Sabhas and the right of appeal for affected workers. It also demands the link card link with AADHAAR to eliminate duplicate and fraudulent tickets.
