Ohio man arrested after investigators discover IED near soccer complex

A Mason man, Ohio, was arrested for allegedly having a destructive device after an investigation into an improvised explosive device (FDI) found in a soccer complex, led to the discovery of bomb -manufacturing materials.

James River Phillips, 20, was arrested Thursday by the Task Force of Terrorism Joint from the FBI Cincinnati field and accused of possession of an unregistered weapon and possession of a destructive device.

The sentence occurs after the working group conducted a federal search ordered by the Court in Mason that morning.

“FBI’s joint terrorism task force arrested James River Phillips after he allegedly had a dangerous destructive device,” said FBI Cincinnati special agent Elena Iatarola. “The FBI and our partners worked together to ensure that their actions were stopped before there was some risk for public security.”

According to an affidavit filed against Phillips, a Lebanon police officer, Ohio, discovered a football complex around 12:30 am on September 22, 2024.

Just before the discovery, the officer saw two men of about 20 years leaving the parking lot of the complex in a silver SUV, which was originally parked in the lot. The police described the driver as having long and curly hair.

The officer made a traffic stop and told the two men that they left the parking lot since the complex was closed, the affidavit said.

Once the two men left, the officer continued driving in the parking lot and located an FDI where the SUV parked, allege judicial documents.

“The FDI had cables that ran from a battery of white dust to a control switch,” says the affidavit. “The control switch had a red light when the LPD officer discovered the FDI. After meeting the device, the LPD officer tried to locate the two men, but could not. The officer contacted Butler Bomb Squad (BCBS) to take advantage of the identification.”

BCBS discovered that the residue in the device contained hydrazine nickel nitrate, while white powder contained erythritol tetranitrate.

When they tried the IED detonator, he exploded, breaking the hand chemical identification device.

The researchers executed a search warrant in the Apple Iloud account associated with the telephone, which resulted in a video of April 5, 2024, showing two men not identified in a parking lot under the street lamps, near portable bathrooms and a football network.

One of the men was heard telling one, before an explosive device was detonated. In another video that appeals is the same incident, an unidentified man says: “James, we have to go” and “James, come on.”

Then, the video shows a hole in the ground, that the researchers were the result of the previous explosion. Then the two men are seen collecting the debris and the leftover components. The GPS data of the video metadata shows that the video was filmed in the parking lot of the same football complex in Lebanon, where the police officer found the FDI months later, the affidavit indicates.

According to the reports, additional photos and videos of explosions were found in the ICloud account since July 21, 2024, including the destruction of a car.

In one of the videos, the researchers wrote, Phillips are seen holding a donation device while another man counts five to one.

“After Phillips press the detonation device, a great explosion in the distance is heard and an unidentified man can be heard:” The car blew over the tree line, “said the sworn statement.” Additional videos and tasks of video on July 21, 2024 show an explosion followed by photos of the destruction of a car that seemed to be destroyed by the explosion. “

Later, the investigation revealed to the detectives that Phillips bought “chemicals and precursor materials for homemade explosives”, which were sent home in Mason and another residence of his in Oxford.

His Icloud account also supposedly had recipes and notes on how to build explosive devices, affirms the affidavit.

The photos also supposedly show Phillips building explosive devices in a shed in the forest.

Phillips are expected to appear in court on Friday for a bail hearing and will remain in custody until then.
