US states with universal school choice

The United States Supreme Court will consider the establishment of the First Autonomous Religious School of Nations next week, a case that could have key implications for school choice throughout the country.

A large majority of states have implemented some form of school choice in recent years, but only a little more than a boxes has adopted programs that make the choice of private school universally available for K-12 students.

Here is the complete list and a timeline of the School Choice Movement in recent years.

Alabama

Alabama approved his election law in 2024, which establishes an educational savings account (ESA) that will soon be open to all families in the state.

Arizona

Arizona became the first state to sacrifice the universal election of the school for all families in 2022, launching a $ 800 million program that gives parents $ 7000 to the registration of their children.

Arkansas

The established election programs of SB 294 of Arkansas open to all students, regardless of income or the state of disability.

Accounts allow families to spend state money not only on registration but also on other approved expenses, such as tutoring, online courses and instructional materials.

Florida

The Florida HB 1, approved in 2023, established open choice programs to all students, regardless of income or disability status.

Idaho

Idaho launched its first private school election program through a reimbursable tax credit. Families can receive up to $ 5,000 per child for private educational expenses, with $ 7,500 available for students with disabilities. The program has a limit of $ 50 million annually and prioritizes families that earn up to 300% of the federal poverty level (around $ 96,450 for a family of four).

Iowa

Iowa’s HF 68, approved in 2023, established open choice programs open to all students, regardless of income or disability status.

Indiana

The Scholarship Program of the Indiana’s election gives a coupon to the qualified students of K-12 that can allocate to the registration of the private school.

To qualify, students must be residents of Indiana and a member of a home that generates an “annual income of no more than 400% of the amount to qualify for the Federal Lunch Program for free and reduced price lunch.”

Mountain

Montana has two main school choice programs, but only one of them is universally notable. The most restricted program is a standard, but students must have special needs or have some form of disability to qualify.

The most expansive program is a tax scholarship program throughout the State that “allows people and corporations to claim a 100% tax credit for contributions to approved student scholarship organizations,” according to Edchoice.

The average scholarship value for participating students is $ 2,190.

North Carolina

North Carolina has an important coupon program that is available for all students throughout the state, but is limited by a budget limit.

Qualified students will obtain an Anveraje coupon value of $ 5,701 to allocate the registration costs of the private school, transport, equipment or other costs associated with school assistance.

After baseline grades are with coupons are granted based on household revenues.

Ohio

The Ohio School Choice Program grants $ 6,166 for degrees K-8 and $ 8,408 for grades 9-12 to qualified students.

Students must comply with a series of grades to receive the prize, and parents must send their information.

Oklahoma

Like Montana, Oklahoma uses a tax credit system to allow school choice in the state.

“The fiscal credit of Oklahoma Patental Choice provides parents or students in private school for a reimbursable fiscal loan that varies from a minimum of $ 5,000 to a maximum of $ 7,500 per child to cover the cost of registration and rates of private schools, or parents of $ taxes or parents of $ $ $ $.

Tennessee

Tennessee approved the Law of Freedom of Education of 2025, creating a universal program of that. Families receive $ 7,000 per student, which must first be used for enrollment, but can also cover other educational expenses. The program begins with 20,000 scholarships, with medium reserved for students from families that earn up to 300% of the free and reduced price lunch and students with disabilities. If at least 75% of the scholarships are granted, the limit will increase to 25,000 students in 2026.

Utah

HB 215 of UTAH, approved in 2023, established open choice programs to all students, regardless of income or disability status.

Accounts allow families to spend state money not only on registration but also on other approved expenses, such as tutoring, online courses and instructional materials.

W.V.

Western Virginia Employment of ESA to allow the universal choice of school for private schools, and also has the option of public schools of “District and Inter-District through open registration”, Chordination to Edchice.

The program grants an average of $ 4,299 to the registration costs of the private school.

Wyoming

Wyoming passed HB 199 in 2025, expanding its program that eliminating income restrictions and making it completely universal from 2025-26. The Steamoat Legacy scholarship renamed, the program will provide families for $ 7,000 and will be founded through an allocation of $ 30 million.
